Air cargo security screening
The primary objective in the transport of air cargo is the handling within the so-called “secure supply chain”. Within this “secure supply chain”, all participants are trained in the applicable security rules and certified accordingly. For the senders of air cargo, these are the “Known Consignors” (KC), for the transporters they are the “Regulated Agents” (RA).
The German Federal Aviation Authority requires a validation check of each individual consignment with regard to KC and RA and provides a platform for this purpose.
Regulated agents or known consignors can be searched for via the registration ID defined by the respective national aviation safety authority or the name, city and country.

Legal background
The EU Basic Regulation No. 300/2008 together with the Implementing Regulation No. 185/2010 on Aviation Security as well as national provisions regulate the inspection obligations for KA/RA certified companies.
as a regulated agent
Regulated agents are obliged on the basis of the aforementioned regulations and national provisions to check their customers for their status as “Known Consignors” when taking over an air cargo shipment. Freight forwarders must also be checked for their status as “Regulated Agents” as part of the transport chain.

AS A KNOWN CONSIGNOR
Known consignors are obliged on the basis of the aforementioned regulations and national provisions to check the forwarders used for air freight transports for their status as Regulated Agent.
The number of contracted air freight forwarders is usually manageable – for this purpose SAPPER provides a cloud solution via its data centre in Germany. The employees involved in the checks log into password-protected accounts and validate the forwarding agent used once ad hoc. Further checks are then carried out in the form of an automatic “re-validation”. Should this reveal that a Regulated Agent has lost its authorisation, an e-mail is generated as a warning. This ensures that all previously validated forwarders are also currently certified as valid Regulated Agents for subsequent orders.
Documentation
When using SAPPER’s software, each individual test procedure is of course stored as a log file for later reports. The result is audit-proof documentation, both internally and with regard to authorities.
